Seafarers Certification
System
1. The
flag State Administration of Antigua and Barbuda recognizes
Certificates
of Competency
of other countries, provided the country is Party to STCW and
has
demonstrated that it has given full and complete effect to the relevant
provisions of
the Convention. This is done by issuance of endorsements
according to
the provisions of Reg. I/10 of the STCW and the IMO Circular
STCW.7/Circ.1

2.
The Seafarer’s Book (SFB) is mandatory under
national law for all crew
members but
it is not subject to inspections according to Article X of the
STCW
Convention.
3. This
Administration gives full and complete effect to the Convention and
fully
implements its
requirements as they are applicable to Antigua and Barbuda.
4. The flag State
Administration of Antigua and Barbuda neither does conduct
any national training or
examination for seafarers nor issue Certificates of
Competency for seafarers
in its own right.
5. Applications
for issuance of Antigua and Barbuda seafarers' documents can
be effected
either by submission of Form
FO-C01 together with complete
supporting
documents as described in Form
FO-C14 (Checklist), or via
the ADOMS IASS
(Interactive Application System for Seafarers).
6. Applications
must be submitted through the recognized Filing Agents of
Antigua and Barbuda and
sent to:
